Cap a Volume Discount at the largest tier

Volume Discount offers now have a limit discount to the largest tier toggle. With it on, the discount applies up to the quantity of your biggest tier, and any extra units in the cart are charged at full price. It is off by default, so existing offers keep behaving as they do today.

Until now, the largest tier's discount carried on applying to every extra unit a shopper added.
